Liberia is one of the highly food insecure countries. It is a hunger hotspot with an “extremely alarming” state of hunger and a very high 2008 Global Hunger Index value of 31.8. The country is extremely vulnerable to the food and fuel crises because it relies heavily on food imports to meet its needs (WFP 2008). The domestic production of rice, which is Liberia’s main staple, only meets about a quarter of the country’s total needs and the rest is imported. In Greater Monrovia, 99 percent rice consumed is imported.
